Michael Brown	a32b1e9e35	[libc] Rewrite strtoul() The implementation of strtoul() has a partially unknown provenance. Rewrite this code to avoid potential licensing uncertainty. Instead refactor most of the logic out of strtoul() into static inlines and reuse that. Also put it in a separate object so it won't get linked in.
