Currently used only for the MAC address setting. Separate out fake DHCP packet creation code from dhcp.c to fakedhcp.c. Remove notion of settings from dhcppkt.c. tag if desirable.  Currently used only for the MAC address setting.

Separate out fake DHCP packet creation code from dhcp.c to fakedhcp.c.
